Washington State Commission on Pesticide Registration: Specialty Crop Tour - July 25-28, 2022

Meet Bernalyn McGaughey, Jennifer Stafford, and Barb Holt at the 2022 Washington State Commission on Pesticide Registration (WSCPR) Specialty Crop Tour, July 25-28, 2022.

This tour is used to educate agrichemical company managers, legislative and regulatory representatives and their staff, and academic administrators on the pest control needs and pesticide issues important to Washington agriculture.

Bernalyn McGaughey
President & Lead Consultant

With a career that began in regulatory and field support of agricultural chemicals, Bernalyn has a wealth of experience in US Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) registration and strategic analysis and support of pesticide registrations. She moved from information technology to field technical sales and then to regulatory study development and management. Much of her work now involves the complicated intersection of the FIFRA and the Endangered Species Act (ESA) with respect to product defense and species protection. Bernalyn serves as an expert witness in pesticide regulatory and data compensation matters.

Jennifer Stafford
Principal Consultant

Expertise: Terrestrial Ecotoxicology, Wildlife Science & GLP Compliance

Jennifer leads or participates in projects related to ecotoxicology, wildlife biology/ecology, GLP Compliance, database management, and USEPA guideline study management. Jennifer’s skills support product registration and regulatory staff, pesticide risk assessment, and endangered species assessments.

Jennifer has 22 years of field research and laboratory ecotoxicology experience, including 16 years of Good Laboratory Practice (GLP) avian and wildlife study directorship and laboratory management. She has extensive experience interpreting the difference between animal behavior in the wild versus in captivity, and how these differences impact study design, husbandry practices and test results.  She has experience with developing and utilizing large data sets and is thoroughly familiar with EPA and OECD regulatory testing guidelines, Good Laboratory Practices guidelines, EPA and OECD guidance on pesticide risk assessment and EPA process for endangered species Biological Evaluation.

Barbara Holt
Vice President

Expertise: Accounting

Barb began her accounting career at Weyerhaeuser headquarters as an administrative assistant in the tax department.  After receiving her accounting degree, she was promoted to state income tax compliance manager.  Barb left Weyerhaeuser to become manager of the tax department of a leasing company, and ultimately left to join CSI as the accounting department manager.  Since joining CSI, Barb has become Vice President and continues to manage accounting, tax, insurance and HR matters, while also managing administrative staff and operations at the Lakewood, WA office.
